| JOB PURPOSE: To undertake the operational management of the Homelessness Service, ensuring legislative requirements are met in respect of the Homelessness Prevention and Housing Options agenda. RESPONSIBLE FOR:- •Directly supervising staff in order to achieve the objectives and targets set in relation to Homelessness Prevention and Housing Options agenda. •Interpreting housing legislation and providing advice and guidance to staff. •Complying with the statutory requirements with regard to the investigation of homelessness applications. •Monitoring the performance of the service by ensuring accurate and timely record keeping, that enables the preparation of performance management information. •Ensuring that arrangements are in place for Nominations to housing association partners and other landlords. •Ensuring that arrangements are in place for updating the Housing Register. •Liaising with other Council Departments, Registered Social Landlords and outside agencies, both statutory and voluntary. •Encouraging awareness and understanding, including meeting the requirements of all relevant protocols and attending relevant meetings. •Undertaking duties relevant to all aspects of the homelessness function. •Ensuring that staff within the section are given opportunities to develop skills and abilities. •Contributing to the identification of training and development needs of staff. •Undertaking regular supervision and appraisal of staff. The contents of this document will be the subject of review on an annual basis by the postholder, his/her line manager, the Divisional Head and the Resource Management Division. Any changes will be subject to approval by the Executive Director, Community. PERSON SPECIFICATION The following are criteria, which would apply to the ‘ideal applicant’. It is recognised, however, that a candidate may possess a particular range of qualifications, experience, skills and knowledge that will enable him/her to meet the requirements of the post. These criteria should, therefore, be read as an important guide rather than a prescriptive list. QUALIFICATIONS / EXPERIENCE / KNOWLEDGE •Degree or equivalent qualification. •Sound knowledge of current homelessness and housing legislation. •Awareness of current housing issues. •Experience of working in a housing environment. •Experience of inter-agency working. •Experience of managing and supervising staff. •Experience of workload management. •Experience of dealing with people. •Ability to use information systems. |
